Why Are There Strict Consular Demarcations in Mexico?

Spain has one of its most extensive consular networks in the world in the United Mexican States, made up of three independent Consulates General: Mexico City, Guadalajara and Monterrey.

In accordance with the Vienna Convention on Consular Relations, each consulate has exclusive and non-extendable territorial jurisdiction. No consulate can accept applications from people who habitually reside outside their assigned geographical area. The official address used to determine your consulate is the one that appears on your voting credential (INE/IFE) or on your proof of official address.

To do this, you must provide your updated INE credential with the address of the capital OR a recent proof of address (CFE, water or property) accompanied by proof of in-person university studies or employment contract registered in Mexico City with at least 6 months of experience.

Key Practical Tips

What the team recommends before you file anything:

  • The Consulates General in Guadalajara and Monterrey have their own appointment systems and portals that are often managed directly through their official consular headquarters or specific providers.
  • Do not try to present proof of address borrowed from friends or family in CDMX if your INE continues to indicate a state in another district. BLS Polanco staff immediately rejects the procedure.

Required Documentation Checklist

  1. Verification of the state of residence that appears on your voting card (INE).
  2. Confirmation that your state corresponds to the demarcation of CDMX, Guadalajara or Monterrey.
  3. Proof of address in your name less than 3 months old if you have moved out of state.
  4. Book an appointment at the center corresponding to your strict territorial demarcation.
